全球暖化問題日益嚴重,一百年來,台灣的年平均氣溫約上升了1.4℃,於是行政院環境保護署擬定溫室氣體階段管制目標,設定在西元2025年較基準年減量10%及西元2030年較基準年減量20%為努力方向,估計在2020年將溫室氣體排放總量比「聯合國氣候變化綱要公約」的「排放基線」(business as usual, BAU)減少30%。許多半導體公司因應政府施政方針及配合溫室氣體減量和管理法等低碳經濟的政策,要求各部門建構能源管理系統之制度,包含能源使用效率、降低碳排放、鼓勵變更生產方式及獎勵節能設計,藉由系統化的組織、計畫、控制、實施與持續改善提出節能減碳方案,主要目的除可以達成ISO 5000
