未注意車前狀況一直在肇事原因中居於首位，且呈現逐年上升的趨勢，就交通改善原理其具有高度集中性質，值得讓人探究其背後的潛藏因素，本研究藉由蒐集肇事原因分析、肇事原因鑑定相關文獻回顧，探討肇事發生過程的原理，將駕駛的感知反應時間予以具體化，建立一套肇事原因分析的原理方法，據以作為本研究理論，配合國道105年至107年國道A1事故卷證進行實證調查，透過交通行為重建進行肇事潛因比對，結果發現潛因有環境影響因素、駕駛生理因素與注意力資源分散，有單一肇事潛在因素與多重肇事潛在因素，針對潛因研究結果，在多重肇事潛因中提出優先歸責的原理，找出優先歸責的因子，另外針對肇事潛因分析的結果，分別針對用路人、車輛工

程、道路工程及潛因調查制度上提出安全改善的策略。
