船舶高壓岸電標準研析與安全評估

船舶在停靠港口的過程中,都是使用船上柴油發電機進行供電,提供船隻在泊靠時所需的電力需求,但該過程會排放出大量的污染氣體造成空氣污染。基於港口環境保護與減少空氣汙染排放,船隻在泊港時會使用岸電來供應所需。但是,岸電系統在實際推動過程中卻屢屢受阻,其中一個原因就是岸電法規的不統一。本文透過目前公認最完善的國際岸電法規IEC/IEEE 80005-1以及各國船級社岸電法規,進行比較與分析,制定法規內容的檢點表及評分表,最後透過蜘蛛圖的方式呈現優缺點。此外,結合法規研析之成果,擬定出岸電系統建置、運轉與維運的流程圖,供相關人士參考運用。最後,透過實際岸電系統為情境設定,探討人員在岸電使用過程中,分析

和計算可能發生的觸電情形,用以驗證規範要求的正確性和必要性。
