隨著天空政策的開放,臨近的國家例如日本、香港,豐富的地理環境提供了多樣的空中觀光導覽活動。國內雖然持續推動著觀光政策,直昇機觀光產業並無蓬勃發展,位於南台灣的高屏地區,四季分明的寶島有著豐富的地形及人文建築景色,非常適合推動直昇機觀光導覽。本研究擬依據政策行銷、觀光行銷相關理論之探討中,藉由行銷相關概念界定,配合行銷策略模式,針對高雄及屏東地區可規劃設計之觀光資源,利用SWOT加以分析直昇機觀光旅遊事業,輔以政府機關及民間單位等利害關係人為研究對象,並透過行銷的「5P」組合,探討直昇機觀光事業開發政策的相關議題,並以行銷策略的手法尋求直昇機觀光資源開發最適政策之擬定。研究結果發現,以台灣獨特

地形地貌以及周邊離島海岸風光資源,在既有的觀光政策下,政府必須以「看見台灣」為主軸,訂定直昇機旅遊整體觀光發展計畫,當然首要就是政府對於觀光政策及天空開放法規的修訂,應朝向全民、多元、共享的方式,積極輔導民間企業投入開發,優先擴大經濟規模,才能有後面的規模經濟。
